NCSoft and Cryptic Studios have already announced a City of Heroes and City of Villains content called Issue 9: Breakthrough. This new issue adds a new feature called “Invention System†which makes it possible to take receipts and ingredients from dead players, so you can create new items for yourself, among other things.
